Build nsca-client package

Bug Description

The nsca-client package exists in the debian/control file however it is disabled in debian/rules, I don't see a specific reason for it to be disabled.

Right now installing the nsca package installs both client and server files, and starts a server daemon. It is a waste of resources.

And update to the original post, after talking with the upstream Debian maintainer it seems at the time creating a seperate package for nsca-client was a 'waste of HDD resources' in the main repository.

In fact, the next release of nsca into Debian sid will contain the nsca-client package.
