Warning about APT API not being stable on hardy

Bug Description

On hardy, running the package-reporter yields this warning:

/usr/lib/python2.5/site-packages/apt/__init__.py:18: FutureWarning: apt API not stable yet
   warnings.warn("apt API not stable yet", FutureWarning)

This happens even when landscape-client wasn't setup to use apt, but smart.

So, I see two issues:
- it shouldn't be complaining about the apt api when using smart instead of apt
- when configured to use apt, we should probably hide this warning
