[PATCH] Add partition resize function to BLKPG

Bug Description

Per discussion with smoser at UDS on a need of the cloud images to resize partitions on the fly in order to go without an initrd, I wrote this patch. It has been submitted upstream post 3.2-rc2, and so far, my testing shows it works well.

The patch has made its way into the upstream kernel and back down into raring now, so closing.
