Bug Description

Most menus seem to have superfluous scroll arrows on their top and bottom, even if there is plenty of space to show the menu without scrolling. See the attached screenshot for one example. Also, when I "scroll" to the top, the arrows disappear.

This bug appears to only show up in unity-2d. At least, I can't get it to happen with unity-3d.

Either I'm doing something wrong or this bug is back. I'm using an up-to-date installation of Precise, and I see the exact same problem described here. I'm using XMonad instead of Metacity, though.
