Launcher bar doesn't resize when screen changes

Bug Description

I'm using 5.0.0~+bzr1824ubuntu0+611 from the unity-team ppa. I had it working on my laptop and then I plugged in a larger external screen. The left-side panel is still only the size of my original laptop screen, rather than resizing to fill the whole screen.

=====Steps=====
the duplicate bug report had mentioned a few steps to reproduce the problem

1 connect a 24" LCD to laptop
2 turn off internal LCD panel with DIsplays, then only external LCD will be used
3 the length of launcher is supposed to be expanded accordingly, in this case, it should be expanded to 1080pixel, but it doesn't

When I follow these steps with an external monitor configured to the left of the laptop, the launcher bar is the correct height, but I see a second launcher bar to the right about 3/5ths of the screen width. See attached photo.

I also note the extraneous launcher also has pointer barrier action going on. Funky.

having just hit the variant of this bug 933942, I can promise you the monitor was not off or powersaved per se. it may have been transiently offline while the screens were rearranged.
