Incomplete packaging for nova-rootwrap

Bug Description

nova-rootwrap packaging in Ubuntu did not follow all directives from:
http://wiki.openstack.org/Packager/Rootwrap

In particular, your filter files are shipped in python-nova, which avoids the benefit of node-specific command filters. You should use .pyremove and .pyinstall files to control more finely what gets installed on which package.

A complete packaging patch was provided at: http://paste.ubuntu.com/761697/ -- I suggest you follow it :)
