trousers version 0.3.7-2 can't start
$ sudo /etc/init.

In my case, this was caused by /dev/tpm0 being owned by root.root with permissions 0600 instead of being owned by root.tss with permissions 0660. Fixing manually makes the daemon start.
This should either be fixed by udev with a rule file shipped in trousers or fixed in trousers' init script.
