if cobbler-web is not installed cobbler API does not work

Bug Description
When cobbler-web is not installed, cobbler cannot access it's API meaning, it cannot work from the command line either.
The cobbler-web package should *only* install the webui, however, it not only does so, as it also installs the files that belong to the API per se and these should be installed in the cobbler package.
By doing so, we will be able to access cobbler and it's API independently from the WebUI. Cobbler-web package should only install the WebUI.
