magnification settings do not work on Ubuntu

Bug Description

gnome-control-center universal access panel has a switch for a screen magnifier and a further dialog with a heap of settings presumably for gnome-mag which is not installed in Ubuntu by default. Having installed the gnome-mag package these settings still do nothing.

The settings should be hidden altogether unless they can be demonstrated to work. Ideally this should be the place to set up keyboard and mouse bindings for the compiz enhanced zoom plugin. I like to use super+mouse button 4 to zoom in and super+button 5 to zoom out, these are the mousewheel buttons.

gnome-mag is deprecated. The zoom option only works with GNOME Shell (& Mutter); it doesn't do anything in Unity, Unity 2D, or GNOME Classic (with or without effects).

what should we do with it? ripping it out seems harsh as people can use gnome shell on Ubuntu. Could we add some things to poke compiz enhanced zoom into life, and show those bits when compiz is running and the gnome-shell stuff when it isn't? Not sure we have a zoom solution at all with Unity 2d.

we could hide those settings in Unity session, is there really no way to make them work by tweaking i.e compiz options?
