Bug Description

Body:

Any package 'X' build-depending on docbook cannot be
cross-built because apt-get build-dep -a<arch> cannot satisfy the
X's build-dependencies until

Multi-Arch: foreign

is added to docbook's control file, to indicate that docbook from any
available arch will satisfy the dependency.

There are 124 packages which build-depend on docbook in main and 572
in universe. None of them will be multiarch cross-buildable without
this fix.

 affects ubuntu/docbook

The attachment "docbook-4.5-multiarch.patch" of this bug report has been identified as being a patch in the form of a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff. In the event that this is in fact not a patch you can resolve this situation by removing the tag 'patch' from the bug report and editing the attachment so that it is not flagged as a patch. Additionally, if you are member of the ubuntu-sponsors team please also unsubscribe the team from this bug report.
