Bug Description
Body:
Any package 'X' build-depending on docbook-to-man cannot be
cross-built because apt-get build-dep -a<arch> cannot satisfy the
X's build-dependencies until
Multi-Arch: foreign
is added to docbook-to-man's control file, to indicate that
docbook-to-man from any available arch will satisfy the dependency.
There are 30 packages which build-depend on docbook-to-man in main
and 238 in universe. None of them will be multiarch cross-buildable
without this fix.
