Bug Description

When bootmail gets installed during the boot process (ie, by cloud-init), two email messages get sent. One by the bootmail package getting installed and the dh_installinit starting the upstart job. And then the boot process completes to runlevel [2345] and it runs again.

  * debian/postinst, debian/upstart, === removed directory etc/cron.d:
    - LP: #956264, don't send extra bootmail entry from installation
    - cron dir no longer necessary
