Widget highlight on Windows obstructed by buttons

Bug Description

In the attached screenshot, the up/down arrows of an up/down box obstruct the orange highlight of the entire widget.

[Test Case]
1. Run ubuntuone-control-panel-qt
2. Switch to Settings tab and focus spin buttons for setting bandwidth limit speed.
3. Notice problem as highlighted in attached screen shots. With the fixed package, the spin button highlight should appear as in the attached spinbox-after.png screen shot.

[Regression Potential]
Minimal.

It's also broken on ubuntu for me. It looks to me like this works better with less styling, see attachments.

The "real" solution is to do full-force styling of the spinbox buttons and arrows but it's a lot of work. So I will try to push a branch to make the problem smaller, and keep the bug open in a medium priority.

Hello! This bug is attached to an upload in the queue for precise-proposed. However, it does not contain the requisite fields for the SRU team to process the upload. Please add them per the process outlined here. To be more succinct, make sure the bug description lists these fields: "Impact, Dev Fix, Stable Fix, Regression Potential, Test case".
