With an Internet connection, I try to install a package, the install starts the software center bugs and a message appears : "The download of the packages failed","Check your Internet connection", "Failed to fetch http://archive.ubuntu.com/ubuntu/pool/main/o/openssl/libssl1.0.0_1.0.0e-2ubuntu4.2_i386.deb 404 Not Found [IP: 91.189.92.169 80]".

Open terminal and do 'sudo apt-get update' then 'sudo apt-get upgrade' if that doesn't fix your issue try 'sudo apt-get -f install' This issue looks like a broken package or outdated repository source, or maybe your ISP is frequenting problems contacting the source.

This is the infamous Ubuntu server timeout problem. Ubuntu servers sometimes timeout. Ubuntu doesn't have the money to pay for a server farm large enough to handle the typical loads.

The easiest solution is to change the system settings in your package manager for "repositories" to use one of the many non-Ubuntu mirror servers. Exactly how to do that depends on which package manager you are using. Check your documentation if necessary.

I had forgotten about this issue , I had installed "clamav" just before this issue started for me. the PC I was useing died shortly there after from an apt flood. and never got a chance to follow up . but this problem started right after the Clam av install .
