Make it hard/impossible to subscribe big teams (or make it a configuration option)

Bug Description

We regularly see people subscribing teams such as ubuntu-dev to bugs. This sends out a whole lot of mail and is generally not helpful. Please either make it hard or impossible to assign bugs to big teams or make it a team option to say "this team may not be assigned bugs", maybe also with an option to do the same for bug subscriptions.

(Bug 299257 is the equivalent for assigning rather than subscribing.)

We could fix this bug by changing Malone to let only team administrators subscribe their teams to bugs.

Suggestion from kiko:

Don't restrict the ability to subscribe. Instead give the user a warning if they are about to subscribe a large team (>20 people) to a bug.

Is this bug still a problem? It should now only be possible to subscribe a team if you're an admin of that team. If this bug isn't an issue any more we can mark it Fix Released.
