Enable CONFIG_MEMTEST

Are you requesting this option be enable for 12.10, 12.04 or both?

Both 12.10 and 12.04 would be ideal.

CONFIG_MEMTEST adds in-kernel boot memtest support, but actually enabling testing requires passing a kernel boot parameter.
