Missing padding for Column using callable link that returns None

Bug Description

Step to reproduce:

1. In the Column definition, set the link to use a callable function.
2. If the callable function returns None, the rendered column is missing the padding. see screehshot: http://db.tt/h29WJvOI

Expected behavior:
When the callable function returns None, it should still display correctly. This type of implementation is used in couple of places in horizon dashboard.

This used to display correctly before, seems the change in https://review.openstack.org/#/c/8258/ caused this issue.
