UX: Vertical scrolling for Table

Bug Description
It would be nice to have the ability to set a flag to enable vertical scrolling on a table rather than using the browser scrollbar.
If the table is too long and the record the user is interested in is in the bottom of the page, the user needs to use the browser scrollbar to scroll all the way down. Some issues with it are:
* The menu and header is not visible to the user, they need to scroll all the way up again.
* When the user clicks on Edit. The modal screen pop-ups on the top of the page. The user needs to scroll all the way to see the record.

As to the rest of it, I think this is more of a job for pagination and/or responsive stylesheets that work better for varying resolutions.

Setting some sort of flag to control stylesheet behavior is a non-starter for me, though. That said, we do want to address these kinds of issues to make it as usable as possible on various devices/screen sizes.
