Nrpe language problems, settings during system start

Bug Description
While booting the ubuntu-server system it occurs that the language is not set properbly. So Nagios NRPE server comes up with none default language settings and so there is a difference between 0.000 and 0,000 but after restarting the service while the system is fully booted it works.
So shortly:
While booting it has english settings and does take the . limiter and after that it switches to new default language and takes the (german) , limiter.
