Bug Description
I just registered a new project and I was surprised to see that the Sharing page said the project used Legacy bug and branch sharing policies. I think think means the garbo job to migrate sharing policies cannot complete.
For public projects the default is clearly Public for both bugs and branches Sharing Policy.
For commercial projects we can choose Public or Proprietary as the default. Users, must choose an in between case. I favour defaulting to Proprietary for commercial projects because it is a safe default.
