Brightness settings, turn screen off when inactive set to never still blanks the screen

Bug Description

This is a regression on 12.10 beta1 + daily updates. Tested on a Lenovo X220i and a Dell Inspiron 6400.

In the "Brightness and Lock" settings, I un-tick the "Dim screen to save power" option and set the "Turn screen off when inactive for: " to "Never" to turn off screen dimming and blanking. However, after 30 minutes or so (I've not accurately measured when), the screen is blanked.
