Gateway IP is overlapped when using one brigde for two network on FlatDHCP mode

Bug Description

On FlatDHCP mode, I can create two networks with same bridge name, then the gateway IP is overlapped.
There is no sanity checks for this.

The way to avoid this is forbid to create two networks with one bridge or smart to judge to avoid gateway ip overlap.

Can you provide a bit more detail? Can you provide examples of creating the two networks that results in a problem?
