implement get_volume_max for sqlalchemy

Bug Description

When the first version of the SQLAlchemy driver was written we weren't sure we would need get_volume_max as it was defined for MongoDB. Since then, the API has been updated to use it, so we need to add an implementation for SQLAlchemy, too.
