Bug Description
This is weird, and very annoying. Using the latest lp:unity r2761...
Dragging the launcher down makes it jump up first.
Dragging the launcher up makes it jump down first.

Looks like this is a regresssion introduced by refactoring of the mouse event cycle in nux:669.
