d-i cannot find grub on cdrom when preseeding

Bug Description
Binary package hint: debian-installer
If preseeding feisty with NO internet connection, d-i fails to install grub:
"The grub package failed to install into /target/. Installing GRUB as a boot loader is a required step. The install problem might however be unrelated to GRUB, so continuing with the installation may be possible. GRUB installation failed."

Workaround:
chroot /target /bin/bash sources. lst (comment out all sources)
