d-i cannot find grub on cdrom when preseeding

Bug Description

Binary package hint: debian-installer

If preseeding feisty with NO internet connection, d-i fails to install grub:

"The grub package failed to install into /target/. Installing GRUB as a boot loader is a required step. The install problem might however be unrelated to GRUB, so continuing with the installation may be possible. GRUB installation failed."

apt-install: Building dependency tree..
apt-install:
apt-install: Reading state information...
apt-install: Package grub is not available, but is referred to by another package.
apt-install: This may mean that the package is missing, has been obsoleted, or is only available from another source
apt-install: E: Package grub has no installation candidate
grub-installer: info: Calling 'apt-install grub' failed

Workaround:

chroot /target /bin/bash
nano /etc/apt/sources.lst (comment out all sources)
apt-cdrom add
apt-get update
exit
grub-installer

Is this symptom still reproducible in 8.10 beta? (I can't seem to reproduce it, so any additional hints would be helpful.)
