Upgrading openstack-dashboard does not upgrade dependencies.

Bug Description

When upgrading from the openstack-dashboard package from 2012.1.3+stable~20120815-691dd2-0ubuntu1 to 2012.2-0ubuntu1~cloud0, a newer version of python-django-horizon is also required but is not updated with openstack-dashboard. As a result, a bunch of missing requirements (namely all of the new Folsom python=${foo}client packages) are missing, which results in a broken dashboard
