Does not display icon if desktop file extension is in icon path

Bug Description
look at gufw's dekstop file for example
[Desktop Entry]
Version=1.0
Type=Application
Terminal=false
Exec=gufw
Name=Firewall Configuration
Icon=gufw
Categories=
#OnlyShowIn=Unity;
X-GNOME-
in xubuntu 12.10 gufw uses this line when installed
Icon=gufw.png
this works fine on the desktop and in the appmenu but the .png breaks the icon in the settings manager
the settings manager should be able to find the icon if it has the file extensnion in the icon name

To reproduce just install gufw and open the xfce4-settigns manager and you will notice there is no icon for Firewall Configuratioin
