Printing reciepts from Evergreen with extended charset

Bug Description
In Evergreen version 2.2.2 when I try to insert the expression with characters
ě š č ř ž ý á í é ů ú
into the input field in the Receipt Template Edidor, it returns
%u011B %u0161 %u010D %u0159 %u017E ý á í é %u016F ú
The same problem I have when printing receipts, no matter whether expression has been inserted through receipt template editor or generated by system (like book titles, staff names etc).
The problem is independent to location setings (en_US, or cs_CZ)
It is the same problem as it had been reported in bug #850256. Acording to discussion to the bug it seemed to be ok now, but I must confirm THE PROBLEM REMAINS, see

Noted that this is still a problem. The other bug was marked "fix released" which hid it from regular searches. I've since marked that bug a duplicate of this one, so we'll continue efforts here.
There was code attached to the other bug but as noted in the discussion there, it is no longer compatible with master.
