Bug Description

Make moniker.sqlalchemy.session support multiple sessions in a way.

Also it should be able to have the storage:sqlalchemy config group stuff in another way so that we can use those options for something else then the impl_sqlalchemy stuff.

This is required in order to get https://bugs.launchpad.net/moniker/+bug/1074093 going for running the backend code directly in the central process instead of using a agent.
