can't create user or project via nova-manage

Bug Description

Problem:

I'm unable to create a user or project with nova-manage. I receive the following error:

root@hostlab:~$ nova-manage user
user does not match any options:
 account
 agent
 config
 db
 fixed
 flavor
 floating
 host
 instance_type
 logs
 network
 project
 service
 shell
 sm
 version
 vm
 volume
 vpn

Version: 2012.2 (2012.2-LOCALBRANCH:LOCALREVISION)

Those are the essex documentation bits, which should be marked better.

In Folsom (included in 12.10) you should be using the "keystone" command to do user management.

I believe we can mark this bug Fix Released since it is accurate for the reporter's environment, 2012.2 . Sound right?
