download.exe crashes when NOTIFY_TIMEOUT is not set

Bug Description

If you produce a package with a NOTIFY_TIMEOUT set to empty value (""), download.exe will crash before trying to download the package.

This might be both a bug in ocsreports (it accepts an illegal value) and ocs-windows-agent (crashes upon unexpected input)
