Bug Description

Currently, horizon reboots instance in the hard mode by default, which would trigger unusual behavior for instances. Nova provides scheme to reboot instance in soft mode, thus it is reasonable that we switch to the soft mode by default.

From the comments on the review: it would be preferable to avoid arbitrarily changing the current expected behaviour in Horizon, and nicer to provide instead both soft reboot and hard reboot options.
