Bug Description
We don't really want robots walking through the bazaar archives. There is not much there that's useful other than to bazaar clients, and there are unobfuscated email addresses there which google shouldn't find. (It's not likely to match them at the moment for a few reasons, including that they're in binary files and there are no links into the .bzr directories.) But still adding the robots.txt should be cheap and easy.

Fix now in production. No rocketfuel revision number, since it was entirely a production configuration issue.
