Bug Description
It is not possible to change the refresh rate of the screen. As you click on the list with the refresh rates, it keeps blank.

Root cause is probably bug 3731 or similar, but I would expect there to at least be shown 640x480 and 800x600 in the list.
Or possibly it is a (known?) error in xresprobe or discover.
Can you attach the output of `xresprobe <video-driver>` and attach the contents of your /var/log/ Xorg.0. log?
Your video driver will be something like 'nv', 'ati', etc. You can find it in your /etc/X11/xorg.conf file.
