Binary package hint: synaptic
i don't have permission to use it and it doesn't show up under 'system' category. I am a new linux user so please give me clear instructions how to solve this problem.

1. You have started synaptic using the terminal or otherwise? Starting synaptic requires to be started by a privileged user who has sufficient access. You can start synaptic by using:
sudo synaptic;
2. You cannot find synaptic under System? Usually Synaptic can be found under System-

Installing applications under ubuntu can be done by using Applications-
