Bug Description

Juju is storing volatile data in ~/.juju/cache, whereas Ubuntu tries to follow http://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html which tells us the 'correct' location is $XDG_CACHE_HOME/juju, defaulting to ~/.cache/juju.

Stuffing the cache in the same directory as config files makes backups and synchronization more problematic.
