Packaging Guide: mentions copying rules from the ubuntu source, but fails to compile

Bug Description

Binary package hint: ubuntu-docs

In http://doc.ubuntu.com/ubuntu/packagingguide/C/basic-scratch.html, it says "For hello, it will be easier to use the rules from the Ubuntu package:", and when copying the rules file from Ubuntu, it fails to compile.
It does however, work when copying & pasting from the guide.
