Window shadows blur more vertically than horizontally

Bug Description

Binary package hint: emerald

When attempting to alter the shadow settings on my windows, I found that when offsetting the shadow to the right and down, the shadow underneath was not as evenly blurred as that to the right.

To reproduce:
- Open Emerald Theme Manager
- Select 'Edit Themes' tab
- Select 'Frames/Shadows' tab
- change shadow colour to black
- increase both the x and y offset sliders

This should have given me an evenly blurred shadow to the right and underneath the window, however it is not visible on the bottom but appears as expected on the right.

Here is a screenshot using the default ubuntu background as it shows up clearer.
