Since upgrading from 12.04 to Ubuntu 13.04, samba does not configure properly

Bug Description

samba4: on Ubuntu

Since I started upgrading from version 12.04, samba does not configure properly. On each update / install I get a problem that samba did not install.

I have now found that I can do the following to narrow it down:
 samba-tool --configure
Traceback (most recent call last):
  File "/usr/bin/samba-tool", line 26, in <module>
    from samba.netcmd.main import cmd_sambatool
  File "/usr/lib/python2.7/dist-packages/samba/__init__.py", line 27, in <module>
    import samba.param
ImportError: /usr/lib/i386-linux-gnu/samba/libserver-role.so: version `SAMBA_4.0.0BETA2' not found (required by /usr/lib/python2.7/dist-packages/samba/param.so)

My settings in smb.conf:
  realm = localdomain
  server role = domain controller

I can browse a bit on local windows network...?
