Bug Description

devstack stable/grizzly still uses removed parameter --public from glance which causes grenade tests to fail after the latest glance client has been released.

The fix that should be backported to fix this is in: https://review.openstack.org/#/c/39323/ but gerrit won't let me push it for review.

The patch removing --public parameter was reverted from glance client at https://review.openstack.org/#/c/42720/
