greeter needs to read the background image from account service

Fix committed into lp:unity8 at revision None, scheduled for release in unity8, milestone Unknown

Seb, the unity8 side of this is done now. But the Background panel of the system settings doesn't seem to do anything? Even for the user's shell background.

@Michael: Ken and Günter are still working on the file picker, the app activation is still not working I think
