Binary package hint: gnome-panel

I don't see the "users and Groups" in the administration menu. When i try to add it by the "First Menu", it's disable and not accessible. Please help me.

Thank you for your bug. Is your user member of the "admin" group? Do you have other system tools listed correctly?
