Region panel crashes if indicator-keyboard schema is not installed

Bug Description

The Text Entry notebook page depends on indicator-keyboard's schema being installed on the user's machine. If this is not the case, it aborts with:

(gnome-control-center:14862): GLib-GIO-ERROR **: Settings schema 'com.canonical.indicator.keyboard' is not installed

To fix this, gnome-control-center should depend on indicator-keyboard.
