When I merged bug 979933, we did not test for its interaction in the staff client. Unfortunately, if the staff account used to place the hold on behalf of patrons did not have an email address, it would cause the interface to be "stuck" with the message that they had no email address and needed it to be configured in my account. For most staff, this has no real meaning and caused confusion.
tsbere wrote a new patch to address this in working/
His change applies the no email configured message only in the public catalog, which seems to be the intent of the original bug where the change was made.
