You appear to have the 'grub' package installed on your system. If you are on an EFI system, you must be using grub2. Please install the grub-efi-amd64 package to fix this issue.

We should fix this by adding a dependency on grub2-common to shim-signed.

This bug was fixed in the package shim-signed - 1.6

I can confirm, that after installation of grub-efi-amd64 I could continue to upgrade ubuntu to 13.10 without problem.

I confirm that installing the version of shim-signed in precise-proposed on a system that has grub installed will remove grub in favor of grub2-common.

The precise version of grub2-common does not contain the grub-install utility, so installing grub2-common will not cause the shim-signed package to successfully install the bootloader to /boot/efi/EFI/. It will however allow the package to be installed, avoiding upgrade failures.

For precise, users will still need to otherwise ensure that they have the correct bootloader package installed for their system.
