Bug Description
> OvmfPkg/*.dsc controls what is built, OvmfPkg/*.fdf controls what goes into OVMF.fd
Please include NVMe drivers in both

If image ends up too big, note this maybe above secureboot spec recommendations

Doesn't appear to be required in order to enable nvme in a release build; updating to more recent git and enabling nvme still fits under 1MB.
