Bug Description
Users who don't have a home directory, or can't write to their home directory cannot use run-one, as the mkdir in $HOME fails.
Solve this by testing ownership and writeability of $HOME. When that fails, safely use and create a temporary directory.

- ensure that users who either have no home directory, or cannot
write to their home directory (e.g. daemon), can use run-one
properly
