If JS is off, "Add more lines" buttons are still present but do nothing

Bug Description

1. Turn off JavaScript (or use a browser that does not support JavaScript).
2. Go to a translation page, e.g. <https://translations.launchpad.net/ubuntu/gutsy/+source/gnome-desktop/+pots/gnome-desktop-2.0/fi/+translate>.
3. Click one of the "Add more lines" buttons.

What happens: The button does nothing.
What should happen: If JavaScript is not available, the button should not be there in the first place.

Indeed, we would just add it no visible by default and use Javascript to show it. If the user's browser doesn't have Javascript enabled, the button will still be hidden.
