Add hv-kvp-daemon-init to the server seed

Bug Description

As of bug #1274702 the hv-kvp-daemon-init pre-reqs the correct packages to enable host<->guest communications for instances running on Microsoft Hyper-V. This package is in main, I would like to see it added to the server seed so that trusty install media has these packages for hyper-v available. This is not a request to install the packages by default. Storage usage is minimal @ ~40kB on the installation media.

Package description:
 The init script starts the user-land daemon for supporting the KVP protocol
 on Microsoft Hyper-V instances. The KVP protocol provides key-pair exchanges
 between the kernel and the hyper-visor and is used to report instance
 demographic details back to Hyper-V.

Installations that are not running atop Hyper-V are unaffected.

hv-kvp-daemon-init pulls in the following requisites:
 - linux-cloud-tools-virtual
  - linux-cloud-tools-common
  - linux-cloud-tools-<ver>-generic
   - linux-cloud-tools-<ver>

hv-kvp-daemon-init with it's requisites require 39.3kB of space on the installation media.
