[UIFe/FFe] Add Window Contents scaling options to Display panel

Bug Description

As defined in [1] the unity control center design panel should be redesigned to use a 2-columns style that splits the general options and monitor options.

Also to give the ability to HiDPI users to define how to scale the interface when multiple monitors are attached, we're adding a combo box that allows to select the monitor scaling we should match, at global level.
Note that not to involve other changes in unity, we aren't introducing the designed "Scale windows content" slider for 14.04.

You can see the results of this work at [2].

This will introduce 5 new strings:
 - "Scale for menu and title bars:"
 - "General options"
 - "Scale all window _contents to match:"
 - "Display with largest controls"
 - "Display with smallest controls"

Doc [3] and translation [4] teams notified.

In principle this is fine from the release team's POV, if you get approval from the docs/translators and ask mpt to give a design review.

This should go in after the beta, that's > Thursday 27th March.

From a docs POV this is not a problem. The desktop guide does (unfortunately) not describe the new scaling feature anyway. There is just a hint on the "What's new" page, and it won't be affected by this change.

+1 from the translations side of things: while it's introducing new strings, they're required for the new functionality.
